Import eligibility
On 23 December 2025 the Department of Agriculture recognised Russia's regionalization for African swine fever and lifted the temporary ban on swine products from Russia (Memorandum Order No. 80, s. 2025). This opens the door, but each shipment still depends on the accreditation of the specific plant, the disease status of its zone or compartment, a licensed importer and a clearance for the shipment.
Accreditation of this producer for the Philippine market is not confirmed yet. We do not make an offer for pork until eligibility is confirmed for the specific plant and products.
What the importer needs
- Meat may be imported only from countries and foreign meat establishments accredited by the Department of Agriculture, under the pre-border measures of DA Administrative Order No. 16, s. 2006.
- Only meat importers licensed by the National Meat Inspection Service (NMIS) may import meat.
- A Sanitary and Phytosanitary Import Clearance from the Bureau of Animal Industry is needed for shipments.
- Import duties depend on the tariff code and are checked in the Philippine Tariff Finder.

Frequently asked questions
Can pork from Russia be imported to the Philippines?

Is this producer accredited for the Philippines?
Not yet. The plant has been submitted through the Russian veterinary authority for Philippine accreditation (register number RU-025/EE44599). No pork can be shipped from it until the decision is made.
Which pork products are available?
Carcasses and half carcasses, industrial and large cuts, bone-in hams and shoulders, boneless pork, liver and other edible offal, pork fat and semi-finished pork products.
What does the Philippine importer need?
An NMIS meat importer licence and a Sanitary and Phytosanitary Import Clearance from the Bureau of Animal Industry for each shipment.
